New Mexico has a stormy gaming past. When the Indian Gaming Regulatory Act was passed by Congress in Nineteen Eighty Nine, it looked like New Mexico would be one of the states to cash in on the Native casino bandwagon. Politics assured that would not be the situation.

The New Mexico governor Bruce King assembled a task force in 1990 to negotiate an accord with New Mexico American Indian tribes. When the panel arrived at an accord with two important local bands a year later, the Governor declined to sign the bargain. He would hold up a deal until 1994.

When a new governor took over in Nineteen Ninety Five, it appeared that American Indian gambling in New Mexico was now a certainty. But when the new Governor signed the compact with the Indian bands, anti-wagering groups were able to tie the accord up in courts. A New Mexico court ruled that Governor Johnson had overstepped his bounds in signing the compact, thereby costing the state of New Mexico hundreds of thousands of dollars in licensing revenues over the next several years.

It took the CNA, passed by the New Mexico government, to get the process moving on a full accord between the Government of New Mexico and its American Indian tribes. Ten years had been lost for gambling in New Mexico, including Indian casino Bingo.

The non-profit Bingo industry has increased since Nineteen Ninety-Nine. In that year, New Mexico not for profit game operators acquired only $3,048. This number grew to $725,150 in 2000, and exceeded one million dollars in 2001. Nonprofit Bingo revenues have grown steadily since that time. 2005 saw the biggest year, with $1,233,289 grossed by the owners.

Bingo is apparently favored in New Mexico. All kinds of operators look for a piece of the pie. Hopefully, the politicians are through batting over gambling as a key issue like they did back in the 90's. That's most likely hopeful thinking.
