New Mexico has a rocky gambling background. When the IGRA was signed by Congress in Nineteen Eighty Nine, it looked like New Mexico might be one of the states to cash in on the Indian casino bandwagon. Politics guaranteed that would not be the situation.

The New Mexico governor Bruce King appointed a task force in 1990 to negotiate a compact with New Mexico Amerindian tribes. When the panel came to an agreement with 2 big local tribes a year later, Governor King declined to sign the agreement. He would hold up a deal until 1994.

When a new governor took office in Nineteen Ninety Five, it seemed that Native wagering in New Mexico was a certainty. But when the new Governor signed the accord with the Amerindian tribes, anti-gaming groups were able to hold the contract up in the courts. A New Mexico court ruled that the Governor had out stepped his bounds in signing the deal, thus denying the government of New Mexico hundreds of thousands of dollars in licensing revenues over the next several years.

It took the Compact Negotiation Act, passed by the New Mexico house, to get the process moving on a full accord amongst the Government of New Mexico and its Native bands. A decade had been lost for gambling in New Mexico, including Native casino Bingo.

The non-profit Bingo business has gotten bigger from Nineteen Ninety-Nine. In that year, New Mexico not for profit game operators brought in only $3,048 in revenues. This number grew to $725,150 in 2000, and surpassed one million dollars in 2001. Nonprofit Bingo revenues have grown steadily since then. Two Thousand and Five saw the biggest year, with $1,233,289 grossed by the providers.

Bingo is clearly favored in New Mexico. All types of providers look for a bit of the action. Hopefully, the politicos are through batting over gambling as a key issue like they did back in the 1990's. That's probably wishful thinking.
