New Mexico has a stormy gambling history. When the IGRA was signed by Congress in Nineteen Eighty Nine, it looked like New Mexico might be one of the states to cash in on the Native casino bandwagon. Politics assured that would not be the situation.

The New Mexico governor Bruce King assembled a working group in 1990 to discuss a compact with New Mexico Amerindian bands. When the working group arrived at an accord with two prominent local bands a year later, the Governor refused to sign the agreement. He would hold up a deal until Nineteen Ninety Four.

When a new governor took office in 1995, it seemed that Indian wagering in New Mexico was a certainty. But when Governor Gary Johnson passed the compact with the Indian bands, anti-gambling groups were able to hold the contract up in courts. A New Mexico court found that the Governor had out stepped his bounds in signing the accord, thereby costing the government of New Mexico many hundreds of thousands of dollars in licensing revenues over the next several years.

It took the Compact Negotiation Act, passed by the New Mexico legislature, to get the process moving on a full accord between the State of New Mexico and its Amerindian tribes. A decade had been burned for gaming in New Mexico, which includes Native casino Bingo.

The non-profit Bingo business has gotten bigger since Nineteen Ninety-Nine. In that year, New Mexico not for profit game providers brought in just $3,048 in revenues. This number grew to $725,150 in 2000, and exceeded one million dollars in 2001. Non-profit Bingo earnings have grown steadily since then. Two Thousand and Five saw the biggest year, with $1,233,289 grossed by the owners.

Bingo is categorically beloved in New Mexico. All types of operators look for a slice of the pie. With hope, the politicos are through batting over gambling as an important matter like they did in the 1990's. That's without doubt hopeful thinking.
