New Mexico has a complex gambling past. When the Indian Gaming Regulatory Act was passed by Congress in Nineteen Eighty Nine, it looked like New Mexico might be one of the states to get on the Native casino bandwagon. Politics guaranteed that would not be the case.

The New Mexico governor Bruce King assembled a task force in Nineteen Ninety to create a compact with New Mexico Amerindian bands. When the task force came to an agreement with 2 prominent local tribes a year later, the Governor refused to sign the agreement. He held up a deal until Nineteen Ninety Four.

When a new governor took over in Nineteen Ninety Five, it seemed that American Indian betting in New Mexico was a certainty. But when the new Governor passed the compact with the Amerindian bands, anti-gambling groups were able to hold the deal up in the courts. A New Mexico court found that the Governor had out stepped his bounds in signing the deal, thereby denying the state of New Mexico hundreds of thousands of dollars in licensing revenues over the next several years.

It required the Compact Negotiation Act, signed by the New Mexico legislature, to get the process moving on a full contract between the State of New Mexico and its American Indian tribes. A decade had been lost for gambling in New Mexico, including Native casino Bingo.

The nonprofit Bingo business has increased since Nineteen Ninety-Nine. In that year, New Mexico not for profit game operators acquired only $3,048. This number grew to $725,150 in 2000, and exceeded one million dollars in 2001. Non-profit Bingo earnings have grown constantly since that time. 2005 witnessed the largest year, with $1,233,289 earned by the providers.

Bingo is clearly popular in New Mexico. All sorts of operators look for a bit of the action. With hope, the politicos are through batting over gambling as a key issue like they did in the 90's. That is probably hopeful thinking.
