New Mexico has a bitter gambling background. When the Indian Gaming Regulatory Act was signed by Congress in Nineteen Eighty Nine, it seemed like New Mexico might be one of the states to cash in on the Indian casino bandwagon. Politics guaranteed that wouldn't be the situation.

The New Mexico governor Bruce King appointed a panel in 1990 to negotiate a compact with New Mexico Amerindian tribes. When the working group arrived at an agreement with two important local tribes a year later, the Governor refused to sign the agreement. He would hold up a deal until Nineteen Ninety Four.

When a new governor took office in 1995, it appeared that Native betting in New Mexico was now a certainty. But when Governor Gary Johnson passed the compact with the American Indian bands, anti-wagering groups were able to hold the accord up in the courts. A New Mexico court found that the Governor had out stepped his bounds in signing the accord, thereby costing the government of New Mexico hundreds of thousands of dollars in licensing fees over the next several years.

It required the Compact Negotiation Act, passed by the New Mexico government, to get the ball rolling on a full accord amongst the Government of New Mexico and its American Indian tribes. A decade had been lost for gambling in New Mexico, including Amerindian casino Bingo.

The nonprofit Bingo business has gotten bigger since Nineteen Ninety-Nine. In that year, New Mexico non-profit game owners acquired just $3,048. This number grew to $725,150 in 2000, and exceeded one million dollars in 2001. Non-profit Bingo earnings have grown constantly since that time. 2005 saw the largest year, with $1,233,289 grossed by the owners.

Bingo is apparently beloved in New Mexico. All sorts of operators look for a slice of the action. With hope, the politicians are through batting around gaming as an important factor like they did in the 1990's. That's without doubt wishful thinking.
